So I re-ran SecUpd2019-001.pkg on that Mac but time ran out before the reboot finished and I had to catch my train home from work. Previous experience suggests re-running the previous Combo update / Security Update / Safari Update usually resolves this issue too. My other Mac seemed to take the update fine but after reboot it was displaying a dialog about SafariBookmarkSyncAgent could not load or something similar.
